Workshop to address marketing problems of farmers

ITANAGAR, July 22: NABARD in collaboration with National Institute of Agricultural Marketing is organizing a State level Awareness Programme on Govt of India Scheme in Itanagar on July 23, which will be attended by officials of Agriculture, Horticulture, Fisheries, AH& Vety, Finance, Planning, Marketing Board, bankers and NGOs. The workshop will be inaugurated by Director, Agriculture Tago Basar and will be addressed by Marketing Officer, Directorate of Marketing & Inspection, Govt of India.   The Programme would be useful in creating awareness on various aspects and type of projects which can be sanctioned  in the State.

The farming community in Arunachal Pradesh is diversifying into new areas of crops -  spieces – large cardamom, black pepper ginger, turmeric, chillies, fruit crops – kiwi, citrus, pineapple, etc. covering an area of 86,154 Ha. The production during 2007-08 of ginger was 38,000 MT,  large cardamom  635 MT, citrus 37780 MT, pineapple 32780 MT. Progressive farmers of West Kameng district have taken up cultivation of tomato.

While the production level has significantly improved, the marketing infrastructure  in the State is quite inadequate for marketing of these crops. Farmers are reportedly selling these products to commission agents / middlemen from other States direct from field. Farmers producing kiwi face lot of problems to get good price of their produce as they are unable to sell their products in Delhi market.   Most of the farmers are ignorant of post harvest technology and during the transit, more than 25% fruit crops get damaged. There are neither modern fruit & vegetable markets nor spices market in the State. There is also no modern meat market in the State.

With a view to improving the existing agriculture marketing network and also to promote a parallel marketing network in the private and cooperative sector, the Government of India, Ministry of Agriculture & Cooperation launched Scheme for development / strengthening of agricultural marketing infrastructure, grading and standardization with effect from October 2004. The aim of the scheme is to provide additional agricultural marketing infrastructure that helps in coping up with the marketing surpluses of agricultural and allied commodities including dairy, poultry, livestock. Under the Scheme, subsidy @ 33.33% is available in North Eastern States and upper ceiling is Rs 60 lakh; while for government bodies there is no upper ceiling. The scheme is credit linked and applicable in those States which amend the APMC Act to permit setting up of agricultural markets in private and cooperative sectors and allow direct marketing and contract farming.

Arunachal Pradesh has already amended APMC Act in 2006 and thus the scheme is applicable in Arunachal Pradesh. Some State Agricultural Marketing Boards  in Rajasthan, Punjab, Madhya Pradesh, Himachal Pradesh, Maharashtra, Andra Pradesh have taken steps to modernize / strengthen the APMCs and also to create additional infrastructure. Some private entrepreneurs and corporates had also set up private markets and also resorted to contract farming which have not only solved marketing problems of farmers but also provided them better price of their produce. Incidentally, no project has been taken up either by Marketing Board or private entrepreneurs in Arunachal Pradesh.

You just won a lottery!

For people new to internet, frauds involving unsolicited emails may not be apparent to them, but sooner or later many of these novice users get bitten by online scams, reports Raju Mimi.

ROING, July 22: While on a regular check through my email, I received a mail from a young student from Anini informing me about a letter of remittance he had received in the name of Reserve Bank of India informing him of one million British Pounds to be released in his name.

The letter was sent to him through e-mail with letterheads that look like that of RBI and purportedly signed by Governor RBI to make it appear as genuine

Though the offer had in the beginning tempted him, a slender idea of it being an internet fraud aroused his suspicion and he was on time alerted. But not many are lucky to have evaded such misfortune.

Milo (name changed), a small time shopkeeper in Roing, lost thirty thousand rupees to acquire the prize money of five hundred thousand of Great British pound, which the fraudsters claimed he won in a lottery.

“I could not sleep or eat properly for many month”, he says.

Having lost their hard earned money, the victim undergoes a prolonged mental agony. Most often, these frustrations stems not merely out of grief over loss of money, but on the inability of the victim to share the experience with others.

“I couldn’t speak about it even to my closest friends, as I didn’t like to be mocked and appear foolish”.

And this is the reason why many such cases go unreported. In Roing alone, it is estimated that there are around more than fifty such cases of people falling prey to unsolicited fraud emails, though it could only be a grossly underestimated figure. The victim ranges from students to even govt officials and such gory tales of fraud goes only about with whisper in the ear. More recently, such fraudulent messages have started to appear via SMS informing the user of having won prize money of several thousand American dollars.

“Despite such widespread fraudulent messages circulating around us, there is lack of adequate awareness”, says A Meme, a local in Roing.

The reason as he cites, “Upon recieving message of winning a prize money, the victim chooses to keep the information on their new found fortune a secret, which only adds to their bad luck. After they have doled out huge money to get their fortune, then they realize the folly of it.”

“However, even after experiencing the bitter fact, it remains as a secret for fear of humiliation.”

For fraudsters, the limitless boundary offered by internet and mobile services has made them reach to victims even to far off places like Anini. So time again, RBI has been generating awareness informing the people that the remittance in any form towards participation in lottery schemes is prohibited under the Foreign Exchange Management Act, 1999.

And, these restrictions as RBI says are also applicable to remittances for participation in lottery-like schemes functioning under different names, such as, money circulation scheme or remittances for the purpose of securing prize money /awards, etc.

As modern means of communication pervades our life, ignorance can only mean bad luck.

Action at community level to conserve our forest and wildlife

Yazali, July 22: It is not only our duty to contribute to world-wide efforts in containing global warming which threatens the very existence of life on earth, but also take actions at local levels to conserve our forest and wildlife, were the key messages to the participants in the environment awareness program in Kuch-Kuth village today. The program, organized by Future Generations Arunachal (FGA), was attended by 55 men and women from the surrounding area. Interestingly, there were more women participants than men.

“We have always depended on nature and knew we need to conserve it,” said a participant. “Today we learnt how to start taking concrete actions.” The participants discussed about the threat of global warming, the role of common man in protection of wildlife, and community participation in the government’s effort to conserve nature can make any project more effective.

Facilitated by Hibu Tatu and Punyo Chada, both Green Teachers, the villagers prepared workplans for the coming three months. Their plans include plantation of saplings in the degraded forest areas, prohibition of hunting, and social services to keep the villages and the surroundings clean. Tree saplings, provided by the Hapoli Forest Division, were distributed to the participants at the end of the program.

It may be mentioned that FGA is carrying out a project entited “Identifying Best Practices to Empower Arunachal Families” in the three selected sites in the state, of which Yazali area in Lower Subansiri is one.

The other two sites are Koyu Korang area in East Siang and Mechuka area in West Siang. The project explores various ways of mobilizing community energy to enable them to participate in the developmental processes and hence empower them to take locally contextual steps.

Where is your ethical journalism?

Dear Editor,

This is in response to Kajal Chatterjee’s letter.  I write this because if you do not respond to a charge labelled against you-particularly when they are misplaced, then there are people who take it as a sign of weakness and fault. The idea of a dignified silence eludes the conscience of such pompous people.

Having said that I must admit that there is a streak of genuine concern for ‘indigenous tongue’ in the mind of the writer; only her priorities are misplaced and emotions informed by deep-seated frustrations against what she calls ‘Hindi-zealots’. What I am afraid of is that she missed the overall spirit of my article. I am not offended by the response per se; in fact people writing in public space should be ready to take most unkind response in good spirit. But the response in question was certainly not charitable. This is unexpected, given the fact that the author comes from Kolkata. She seems to be inspired more by activism of Mamta Bannerjee than the genius of Tagore, Satyajit Ray or Amartya Sen.

Given the seriousness of accusations labelled against me, I think I deserve space for elaboration.

If a contempt of court is committed, the doors of judiciary are open; no one is holding her back from seeking justice. This fashion of quoting court verdicts for every falling leaf is best left to the legal fraternity. As for definitions etc, there are many terms, labels and concepts on which the Constitution is silent. We need not look for explanations just because our back aches.

I have, in  my article, nowhere reflected-tacitly or explicitly-support for Hindi. I only made a humble attempt to present the reality as they are. Now if anyone makes a mountain out of it, please do not hold me responsible. And for Gods sake, please do not make a case of Hindi versus indigenous language, or Hindi versus Bengali. That is what I call misplaced priorities. People in India and the world over will like to respect Bengal for its achievement in governance, various development indices, human rights, reduction of poverty, employment opportunities, good moral ethics and probity in public life, contribution to the welfare of country and humankind, etc (and these are some of the reason why Bengalis are respected world over), not just because every Bengali is crazy about speaking their own language. The same logic applies to Arunachal also. For the sake of argument, if the learned writer is so obsessed about ones tongue, not only Hindi, why not we Indians discard English also since it’s a foreign language? Why not the writer re-adopts her non-anglicised surname of ‘Chattopadhayay’ instead of ‘Chatterjee’?

“Brainwashed”! Tribal communities across the world have been written about by non-native travellers, administrators, and scholars with liberal use of both negative and positive adjectives. Fallout of the above is that, tribes are consequently seen as being ‘innocent’. Serious discussion on public issues should go beyond such stereotypes. Insularity breeds insularity.

Not only Bollywood culture in Arunachal, the western (Hollywood) culture is invading youths across the country. There are hardly few young people who turn up to see M S Subbalakshmi; tickets are sold out when Bryan Adams tours India. Nothing ‘unique’ is going on in Arunachal.

The learned commentator also makes liberal use of phrases like ‘sons of the soil’. These are concepts which best suits the armoury of a political analyst. There seems to be a covert attempt to incite hatred against a particular language just to fulfil ones angst. And these are the same people who cries foul when there is a movement against Hindi in, say for example, Manipur.

That native languages of Arunachal are facing a threat of possible extinction is a fact every person in the state knows very well in the same manner as every environmentalist knows tigers are threatened; we do not need anyone’s astrology to forecast the same. Nor are we thirsty of unsolicited sermons on ways to save the same. We are better left alone to solve family exigencies.

Editor, if The Arunachal Times is a forum where not policies and larger issues but personal egos are traded, then I propose to honourably withdraw from giving any further view on anything published in your daily. Where is your ethical journalism? After all I am not Vinod Mehta who shows exemplary wit in the face of countless invective charge against him. And this all, even after I refrained from taking any name in my article. There are ‘Rights’, and there are morals guiding that right. Otherwise, crafting phrases to defame others is a game every child is most adept to. I tender my profound regret and apology to the esteemed readers of this daily, as well as the learned commentator, for having taken their time and reading space. You will not see me here again.

Yours,

Tajen Dabi

When Kolkata becomes Kalkatta

Dear Editor,

Apropos the editorial "God's own country"( 19 July), the policy of officially changing the names of states or cities so as to return to indigenous roots is not wrong in principle. It is definitely not a sin if Englishman's Baroda or Trivandrum gets identified as pronounced by the indigenous people of the region ie Vadodara or Thiruvananthapuram. But in an ideal society, all its inhabitants are assured of at least six basic essentials

---- food, attire, shelter, medicine, education and justice. But no such state exists in India where all amenities are ensured to its citizens. Rather acute poverty, hunger, malnutrition, illiteracy, blatant injustice are order of the day. In such a sorry perspective, the authorities should invest all their energies, resources and time to uplift the downtrodden. Only when all basic objectives are attained, can we afford to adopt procedures of changing names.

However, the attitude of certain sections of the media and Central authorities are very pathetic as far as the game of changing names is concerned.

And the attitude of the Central authorities, as exemplified in its national circulars, notices and advertisement features; is nothing but imperialist and a direct assault on regional sentiments. It is very common to witness that Kolkata is referred to as 'Kolkatta' or 'Kalkatta'. Even Bengali or Bangla gets projected as 'Bangali'. Neither is there any official existence of a city named 'Kolkatta', nor is there any language named 'Bangali'.

But still such blatant distortion of names of cities or languages are occurring in broad daylight, that too by authorities of a multi-lingual democratic country! What the English, French, Portuguese, Dutch imperialists had done previously, the "democratic" Hindi-zealots are presently performing it now so as to suit their own tongue and pronunciations; thereby exhibiting their utmost disregard to the sentiments of the sons of the soil.

Thus, even if it is concluded that proposals of changing names is condemnable; but more condemnable are they who apply different yardsticks for different communities or try to Hindi-ise the ethnic identity of a city or language.

Yours,

Kajal Chatterjee,

Not at the cost of livelihood

Dear Editor,

The claims and objections raised by the Jote Panchayat Youth Welfare Association (JPYWA) regarding declaration of industrial area in Jote (July 20, in this daily) was correct.

The actual landowners of this project site were never made known about any project or schemes neither by any panchayat leader nor by the departmental officer. All were made by few individuals. We came to know that the actual requirement of land to the project area is 201 Acres whereas the requirement of land are extended to 301 Acres. Development works are not opposed but no one should be made victim in the name of development.

We the actual landlords/ landowners will not part away with our land. How can we give our farming land which is a source for livelihood?

We the landowner, therefore, oppose this industrial park establishment at Jote. We cordially request the Govt. and industries department to shift the very project from Jote to some other places for betterment of the people.

Unbecoming of politicians

Dear Editor,

Recent assembly tumult in Bihar where legislator hurled a slipper at the speaker and a woman legislator broke flowerpots has shown us the  deteriorating state of politics. Sometimes I wonder why such unwelcoming events prop up in the Assembly and Parliament. Is it a democratic way to voice demands or some other reason? Whatsoever the reason may be, such revolting action should not be adopted by the political leaders who are matured both in age and political experiences.

Selects tribal teachers

Dear Editor

With reference to the news item published on July 11 in your daily, under the head line ''no compromise with recruitment of teachers: Khoda'', I being a post graduate in science, would like to request the concern department to please conduct the proposed Senior Teacher(science & mathematics) exam with at least 60 percent reservation for the locals Scheduled tribes. Today there is no shortage of local candidates who are qualified to teach so it wouldn’t be a tough job for the government to fill up the posts by selecting the best candidates among us.

Value of water

Dear Editor,

I want to urge my fellow citizens to acknowledge the importance of potable/drinking water.

Drinking water is a major problem facing across the globe so we should collectively take care of this life-sustaining necessity for our own comfort and convenience. Help the department by intimating on time about loss of drinking water and never waste water. I also request the consumers to be considerate with the field staffs so that water problem can be mitigated.

Civic sense of consumers will help a lot in this regard.
